The Certificate of Professional Competence (CPC) in Road Transport Operations Management is designed to meet the requirements of Regulation (EC) No. 1071/2009.

CILT is the examining body for the CPC in Road Transport Operations Management on behalf of the Department of Transport.

Awarded by the Chartered Institute of Logistics and Transport, qualifies you as a Transport Manager and also entitles you to set up a haulage or bus passenger business.

A CPC is also extremely beneficial for employment opportunities, career advancement, or if you want to up skill. You may also be entitled to funding for the course from yourLocal Enterprise Office.

COURSE OUTLINE

The course covers the requirements for both passenger and haulage operations.
Where a more detailed explanation is required for passenger and haulage operations, the chapters in the manual are split into distinctive modules to reflect these needs.
The Course covers the essential requirements for those wishing to set up a transport business. It is divided into 32 modules:

A brief summary of the main modules is included below.

Business, employment, and legal foundations
Business and company law, industrial relations, and health and safety, covering the legal form of the business, obligations between employer and employee, and the operator's duties under health and safety legislation.

Finance, commercial conduct, and costing
Financial management, commercial conduct of the business, marketing, organisation charts, KPIs and work plans, business taxation, vehicle costing, and vehicle taxation. This part builds the accounting and costing knowledge needed to price work, control costs, and demonstrate financial standing.

Operator licensing and drivers' hours
Operator licensing for haulage and for passenger operations, the basic requirements of drivers' hours and records, and the recording and retention obligations that follow from them, including tachograph records.

Vehicles, maintenance, and technical standards
Planned preventive maintenance, weights and dimensions of vehicles and loads, plating and testing, and fleet inspections and enforcement, covering what the roadworthiness regime requires of an operator in practice.

Carriage, contracts, and electronic data
Transport ancillaries and contracts of carriage, and the use of electronic data in managing a transport operation, in both haulage and passenger versions.

Drivers, road safety, and risk
Driver licensing, traffic regulations and speed limits, traffic accident procedure, and insurance.

Road haulage specific modules
Safe loading of vehicles and transit of goods, permits and methods of operating, and Incoterms and frontier crossings.

Road passenger specific modules
Bus and coach operations, competition rules, timetabling and scheduling, fares, revenue collection and tenders, and route planning and frontier crossings.

Dates and delivery
The next course runs from Wednesday, 7th October, to Saturday, 21st November 2026, totalling 100 hours.
Sessions are held on Wednesday evenings from 6pm to 10pm, with Friday and Saturday daytime sessions from 9am to 1pm and 2pm to 5pm, a pattern designed to fit around full-time work.
The exam is on Wednesday, 2nd December 2026, and can be sat in Dublin, Galway, or Cork.
